Q: The UN special rapporteur on human rights in the DPRK called on the international community to prosecute DPRK leader Kim Jong Un for committing crimes against humanity. What is your comment?

A: First, the current situation on the Korean Peninsula is very complex and sensitive. We hope that all relevant parties can bear in mind enduring peace and stability of the region, and work to improve the situation on the Peninsula. Second, the Chinese side always opposes politicizing the human rights issue.

Q: The party formed through the merger of Japan's opposition Democratic Party and Ishin no To will be named Minshin To, the namesake of Taiwan's Democratic Progressive Party. What is your comment?

A: We have no comment on that.

Q: Vietnam has asked China to increase water discharge flow from Jinghong Hydropower Station in Yunnan Province to help overcome drought in the Mekong Delta. What is China's response?

A: China and Mekong River countries on the Indochina Peninsula are friendly neighbors. People living along the Lancang-Mekong River are nourished by the same river. It goes without saying that friends should help each other when help is needed. Since the end of 2015, due to the El Nino phenomenon, countries along the Lancang-Mekong River have sustained drought of different degrees, and their people' life and work have been impacted as the drought keeps getting worse. In order to help those countries cope with the drought, the Chinese government decided to surmount the difficulties it faces and do its utmost to help. From March 15 to April 10, China will discharge water from Jinghong Hydropower Station to downstream areas for emergency use, which will benefit Cambodia, Laos, Myanmar, Thailand, and Vietnam. We hope that this can help alleviate drought there.

I also want to point out that China, together with Cambodia, Laos, Myanmar, Thailand, Vietnam and other countries along the Mekong River , has been making positive efforts to build the Lancang-Mekong River cooperation mechanism. Cooperation on water resources will be an important part of the mechanism. Under this mechanism, the Chinese side will enhance communication and coordination with relevant countries on water resources management and disaster response to carry out practical cooperation, which we hope will better benefit people living along the Lancang-Mekong River.

Q: Russian President Vladimir Putin announced yesterday that Russia's major forces will begin withdrawing from Syria from March 15. What is your comment?

A: We have noted Russia's announcement of the withdrawal of troops from Syria. The ceasefire agreement has been holding in general inside Syria. The Syrian government and the opposition are having peace talks in Geneva. The Chinese side believes that this decision by Russia will send a positive signal to the international community, especially the conflicting parties in Syria, and help them find a political way out of the Syrian issue through dialogue and negotiation.

Q: Reports said that DPRK leader Kim Jong Un has ordered an upcoming nuclear warhead test and ballistic missile launches. What is your comment?

A: The DPRK's nuclear tests and launching activities using ballistic missile technologies violate UN Security Council resolutions. We urge relevant parties to earnestly implement Security Council resolutions, mind their words and actions, and refrain from aggravating tensions.

Q: Today, Myanmar's new Assembly of the Union elected Htin Kyaw as the country's new president. What is your comment?

A: China expresses its congratulations to Htin Kyaw on his election as Myanmar's new president by the country's new Assembly of the Union.

China and Myanmar are friendly neighbors. Consolidating traditional "Paukphaw" friendship and expanding practical cooperation in all fields accord with the common wishes of the two countries and peoples. The Chinese side looks forward to enhancing cooperation with Myanmar's new government. China will continue to pursue a friendly policy towards Myanmar and support Myanmar's efforts in maintaining stability, accelerating development and pushing forward the national reconciliation process. It is believed that under the joint efforts of the two sides, the China-Myanmar comprehensive strategic partnership of cooperation will be further consolidated and enhanced.

Q: First, some US cyber security firms said that hackers that have committed cyber crimes via ransomware have been using tools associated with the Chinese government-supported groups. What is your comment? Second, the latest round of UN Security Council sanctions on the DPRK prohibit coal imports from the DPRK. China imports much of its coal from the DPRK. Has China sent notices and informed small-and medium-sized companies working in the import and export industry or working in the coal industry to comply with these sanctions?

A:On your first question, we have been saying a lot about that from this podium. If the cyber security issue is raised in a serious and earnest way with solid proof, then the Chinese government will take it seriously and earnestly as we want to forge a peaceful and secure cyber space. However, there are all kinds of rumors floating around regarding the cyber issue. We surely do not have the time and energy to comment on each and every one of them.

On your second question, according to the UN Charter, all member states are obligated to strictly enforce the Security Council resolutions. As a permanent member of the Security Council, China has been meticulously implementing Security Council resolutions. The Chinese side follows the procedures of domestic laws and regulations, timely informs relevant entities and enterprises and ensures that they strictly follow the notices.
